CTM do not create Planned orders even with capacity

Hello Expert,

I want to confirm if the behavior of CTM is correct based on my understanding. I have CTM settings as backward scheduling.

I have a demand on Week1.2014 = 1000

After CTM it did not create order to cover the demand fully, instead just assign the 100 Planned order on Week 52.2013.

When you check in Week1.2014 capacity of the resource, it is still 40%. Should CTM create orders on Week1 since it still has capacity to cover the demand on Week1?

Or it is normal not to create order on current week where demand lies due to bacward scheduling?
