You can use transaction code SCAL to create holidays and which you have to attached to the holiday calender.

and you need to assine this holiday calender key to the personnel subare in table V_001P_M

once you finished all this now you have to generate the work schdule. when you generate (create) work schdule ,system will ask you the transport request.
