Please check whether the overall release for the PR type is ticked .

Also ,

your Problem is

if a PR is having one line item , then the PR release strategy works

and

if the the PR is having more than one line item ,PR release strategy does not works

PR with more than one line item

- each PR line item's (Cost Center 0000011010 ,Cost Center 0000011011, Cost Center 0000014655

Cost Center 0000014689)

Try to create a PR with two line items with cost center ( Cost Center 0000014655 ,Cost Center 0000014689 ) and confirm whether it working or not.
