If you feel that the program schedule jobs are not releasing the memory which could cause the issue then you could check the metrics of the Program job server, there it will show a table for child PIDs and will show the number of child processes it has spawned which are currently running and their PIDs, compare those PIDs with the task manager > jobserverchild.exe PIDs on server and check if there is any discrepancy, if you find any PID listed in PJS metrics but not actually present in memory OR if you find any joserverchild.exe in task manager but not present in any job server's metrics then these processes are not getting released from the memroy.
Please try to add following commands to Program Job server's command line. Note: You can add these switches to the other job server's properties as well, but for now let's have these switches on PJS only and check the behavior.
-type OUTPROC -checkchildfornonexistence 1 -forceterminate
To apply the switch stop PJS first and apply and then start.
