As per SAP standard functionality the report RFWT0010 is not designed
to change withholding tax code,if master data have been changed -
because this could be have large impacts on posted documents where
the user intended to fill in a different wtax code.Consequently
there is not a similar report to update the withholding tax code.

The only thing you can do for open items is to define a new combination
of withholding tax type and withholding tax code in the vendor master
data (instead of a new w/tax code) and run report RFWT0010 afterwards.
